Who does it help?

Council Tax Benefit is to help people on a low income to pay their Council Tax. Remember that if you are disabled, you may have to pay less Council Tax, or none at all, depending on your circumstances.

Is it means-tested?

Whether you get Council Tax Benefit or not depends on your income and savings.  If you are disabled, you can have more income and still have the right to Council Tax Benefit.
