What changes is the government planning for PIP?

The government has launched the Timms Review to look at the current Personal Independence Payment (PIP) system. A government review is a formal look at how something is working and whether changes are needed. It does not necessarily mean the government has decided to make changes.

The Timms Review is looking at whether PIP is fair and fit for the future and how it could better support disabled people and people with long-term health conditions.

PIP is a benefit to help with extra costs of a disability or long-term physical or mental health condition.

The Timms Review is using evidence and experience from disabled people, people with health conditions, organisations and other experts. Its interim report (published in July 2026) includes what the Review has heard so far and the issues it will consider further. The final recommendations are expected in Autumn 2026.

What does this mean if you already claim PIP?

The Timms Review hasn’t changed the rules for getting PIP. If you currently get PIP, your award continues under the existing rules unless the Department for Work and Pensions (DWP) contact you about your individual claim, for example for a planned review.

The Review may recommend changes to PIP but it’s too early to know exactly what any future changes could mean for claimants. This page will be updated regularly as we hear more from the Review.

What does this mean if you’re thinking about applying for PIP?

You can still apply for PIP under the current rules. The Timms Review doesn’t stop new claims or change the current application process.

What happens next?

The Review will continue gathering evidence and working with disabled people and others to develop its recommendations. Once they’re shared publicly, the Government will decide what action to take. Any proposed changes will need to be set out clearly before they can take effect.
